REGULAR MEETING <br />SEPTEMBER 10, 2007 <br />BILL N0.58-07 PUBLIC HEARING ON A BILL FIXING <br />MAXIMUM SALARIES AND WAGES OF <br />APPOINTED OFFICERS AND NON- <br />BARGAININGEMPLOYEES OF THE CITY OF <br />SOUTH BEND, INDIANA, FOR THE <br />CALENDAR YEAR 2008 <br />Councilmember Dieter made a motion to continue this bill until the September 24, 2007 <br />meeting of the Council. Councilmember Varner seconded the motion which carried by a <br />voice vote of eight (8) ayes. <br />BILL N0.59-07 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, APPROPRIATING <br />$120,000.00 FROM LEAF COLLECTION AND <br />REMOVAL FUND N0.655 FOR THE <br />DISPOSAL COSTS OF PLASTIC BAG <br />SCREENING FROM YARD WASTE <br />MATERIALS <br />Councilmember Kuspa, Chairperson, Utilities Committee, reported that this committee <br />held a Public Hearing this afternoon and sends it to the Council with a favorable <br />recommendation. <br />Mr. John J. Dillon, PhD, Director, Division of Environmental Services, 3113 Riverside <br />Dr, South Bend, Indiana, made the presentation for this bill. <br />Mr. Dillon advised that to serve the citizens, the City of South Bend regularly collects <br />leaves and other yard waste from city residents (Project RELEAF) most of which are <br />gathered by residents in plastic bags. It is necessary to screen the plastic bags from the <br />leaf materials and to dispose separately of the plastic bags. The cost of this plastic bag <br />screening and disposal process in 2007 is $120,000.00. The attached ordinance <br />appropriates the funds for this cost from Leaf Collection and Removal Fund $655 for the <br />separation and disposal process. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to these bills, Councilmember Kuspa made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Dieter seconded <br />the motion which carried by a voice vote of eight (8) ayes. <br />RISE AND REPORT <br />Councilmember Varner made a motion to rise and report to the full Council. <br />Councilmember Dieter seconded the motion which carried by a voice vote of eight (8) <br />ayes. <br />
