REGULAR MEETING <br />SEPTEMBER 10, 2007 <br />BILL N0.48-07 PUBLIC HEARING ON A BILL OF THE <br />COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA, AMENDING CHAPTER 21 <br />OF THE SOUTH BEND MUNICIPAL CODE: <br />AMENDING ARTICLE 3 <br />COMMERCIAL/MIXED USE <br />DISTRICTS, TO ADD RELIGIOUS USES AND <br />PUBLIC LIBRARIES IN ALL DISTRICTS, TO <br />ALLOW MINI (SELF STORAGE) <br />WAREHOUSES WITHOUT OUTDOOR <br />STORAGE AS A PERMITTED USE AND WITH <br />OUTDOOR STORAGE AS A SPECIAL <br />EXCEPTION USE IN THE GB GENERAL <br />BUSINESS DISTRICT; AMENDING ARTICLE 4 <br />INDUSTRIAL DISTRICTS TO ADD CERTAIN <br />FOOD SALES AND SERVICE USES, MINI <br />(SELF STORAGE) WAREHOUSES AND <br />RELIGIOUS USES TO THE LI LIGHT <br />INDUSTRIAL DISTRICT, TO ADD MINI (SELF <br />STORAGE) WAREHOUSES AND RELIGIOUS <br />USES TO THE GI GENERAL INDUSTRIAL <br />DISTRICT; AMENDING ARTICLE 7 GENERAL <br />REGULATIONS TO REVISE THE HEIGHT OF <br />MONUMENT SIGNS, TO PROVIDE FOR A <br />MAXIMUM HEIGHT TO PARKING AREA <br />SCREENING, TO REVISE THE REQUIRED <br />NUMBER OF PARKING SPACES FOR TWO- <br />FAMILYAND MULTI-FAMILY RESIDENCES <br />AND RESTAURANTS; AMENDING ARTICLE <br />11 DEFINITIONS TO ADD A DEFINITION FOR <br />MINI (SELF STORAGE) WAREHOUSE, TO <br />REVISE THE DEFINITION FOR WAREHOUSE, <br />AND TO DELETE THE DEFINITION FOR <br />STORAGE AND TRANSFER ESTABLISHMENT <br />Councilmember Kuspa, Vice-Chairperson, Zoning and Annexation Committee, reported <br />that this committee met on this bill this afternoon and voted to send it to the full Council <br />with a favorable recommendation. <br />Mr. Robert Nemeth, Staff Planner, Area Plan Commission, l l~' Floor County-City <br />Building, South Bend, Indiana, made the presentation for this bill. <br />Mr. Nemeth advised that this bill is being initiated by the Area Plan Commission to <br />amend various sections of Chapter 21, City of South Bend Zoning Ordinance. Mr. <br />Nemeth referred to this bill as a "housekeeping" measure and that it has been determined <br />that certain changes are necessary to revise and clarify various sections of the ordinance. <br />This being the time heretofore set for the Public Hearing on the above bill, proponents <br />and opponents were given an opportunity to be heard. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this bill, Councilmember Kuspa made a motion for favorable <br />recommendation to full Council concerning this bill. Councilmember Varner seconded <br />the motion which carried by a voice vote of eight (8) ayes. <br />
