REGULAR MEETING <br />SEPTEMBER 10, 2007 <br />Mr. Gilot stated that this kind of project has not been done before and Mayor Luecke has <br />asked his department to be a little more creative on helping to build homes in the City. <br />Mr. Gilot noted as the Council is well aware there is a lot of vacant abandoned housing in <br />the City that will be torn down and the goal is to build back these neighborhoods so as <br />they see housing products that match the strategy that Mr. Gibney is spearheading, he <br />stated that his department is supposed to come in with public works infrastructure support <br />as appropriate at the direction of the Mayor. <br />Council President Rouse stated to make it perfectly clear that not only has this kind of <br />project not been done on the northeast side, it has not been done anywhere. He stated <br />that this is a brand new paradigm. <br />Councilmember White stated that she is concerned that any time you have major <br />development it brings other development with it as well and are very appreciative of that. <br />But when you begin to look at the city as a whole, there are some districts that need much <br />more. Hopefully, the city would not put all of their resources into just one area. She <br />wanted to make sure that the resources are available to all districts. <br />Mr. Gilot reiterated that this project is available to the entire city where a few homes are <br />being built in a cluster on existing water and sewer lines, so that they can deal with those <br />old lateral and services lines. In a major new development like Eddy Street Commons is <br />going to have mostly all new water and sewer lines. This project would not work for a <br />major development, but for a small cluster of infill housing this kind of development <br />would work. <br />A Public Hearing was held on the Resolution at this time. <br />There being no one present wishing to speak to the Council either in favor of or in <br />opposition to this Resolution, Councilmember Dieter made a motion to adopt this <br />Resolution. Councilmember Varner seconded the motion which carried and the <br />Resolution was adopted by a roll call vote of eight (8) ayes. <br />RESOLUTION N0.3786-07 <br />A RESOLUTION OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND <br />DESIGNATING CERTAIN AREAS WITHIN THE <br />CITY OF SOUTH BEND, INDIANA, <br />COMMONLY KNOWN AS VACANT LAND IN <br />THE AIRPORT COMMONLY KNOWN AS <br />VACANT LAND IN THE AIRPORT ECONOMIC <br />DEVELOPMENT AREA AN ECONOMIC <br />REVITALIZATION AREA FOR PURPOSES OF <br />A SEVEN (7) YEAR REAL PROPERTY TAX <br />ABATEMENT FOR OLIVE CLEVELAND <br />PARTNERSLLC <br />WHEREAS, a petition for real property tax abatement has been filed with the City <br />Clerk for consideration by the Common Council of the City of South Bend, Indiana, <br />requesting that the area commonly known as vacant land in the Airport Economic <br />Development area, South Bend, Indiana, and which is more particularly described as <br />follows: <br />Kidders Olive Road Minor Subdivision Lot 2 <br />and which has Key Number 25-1011-018601 at this point and time, be designated as an <br />Economic Revitalization Area under the provisions of Indiana Code § 6-1.1-12.1 et sec ., <br />and South Bend Municipal Code Sections 2-76 et sec ., and; <br />22 <br />
