Dosmann 2076-01 <br />Location: 1317 Lincolnway West <br />City of South Bend <br />STAFF REPORT July 9, 2001 <br />REQUESTED ACTION: The petitioners are requesting a zone change <br />from "C" Commercial, "D" Height and Area to <br />"A" Residential, "D" Height and Area to allow <br />single-family residential. <br />EXISTING LAND USE: The property currently contains a residential <br />structure. <br />SURROUNDING LAND USE AND ZONING: Located to the north are single-family homes <br />zoned "A" Residential, "B" height and area; to <br />the east are single-family homes zoned "C" <br />Commercial, "D" height and area; to the south <br />across Lincolnway West is a church and a <br />commercial business zoned "C" Commercial, "D" <br />height and area; and to the west is a <br />commercial business zoned "C" Commercial, "D" <br />height and area. <br />ACCESS: Access to the site is from Lincolnway West. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has not been addressed by the <br />petitioner. <br />SITE DATA: The total site to be rezoned is 4,370 square <br />feet. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no <br />public wells, flood hazards, wetlands or <br />environmental hazard areas are present. <br />SITE PLAN: A site plan is not required for rezonings to <br />"A" Residential. <br />AGENCY COMMENTS• <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the <br />public hearing, the staff recommends that this <br />petition be sent to the Common Council with a <br />favorable recommendation. The proposed <br />rezoning to "A" Residential, "D" height and <br />area represents a downzoning, and will be more <br />compatible with residential housing to the <br />north and east than the commercial uses that <br />could be developed under the existing "C" <br />Commercial zoning. The proposed zoning and <br />use is also consistent with the land use and <br />zoning plans that are being formulated by the <br />- Land Use and Appearance Subcommittee of the <br />Lincolnway West Steering Committee. <br />
