BLOUGH <br />PROVIDING PENALTIES FOR DISOBEDIENCE CITY CLERK, SOUTH BEND, IND. <br />OF THEIR SIGNALS; AND DECLARING AN <br />EMERGENCY. <br />WHEREAS j--School Grossing. Guards are required to <br />assist the community's school children in crossing streets <br />while enroute to and from their schools, and <br />WHEREAS, it is frequently necessary for said school <br />crossing guards to enter street intersections for the <br />purpose of temporarily stopping or directing vehicular <br />traffic so as to safeguard children crossing the street, and <br />WHEREAS, the Common Council wishes to recognize the <br />lawfulness of .the acts of the school crossing guards in <br />directing traffic in the aforesaid manner and to extend to <br />them every protection of the law while so engaged in their <br />work. <br />NOW, THEREFORE, BE IT ENACTED BY THE COMMON COUNCIL <br />OF THE MUNICIPAL CITY OF SOUTH BEND THAT: <br />1. School Crossing Guards are any adult persons so <br />designated by the South Bend Police Department and who serve <br />in uniforms prescribed by the South Bend Police Department <br />while engaged in the work of assisting the school children <br />in the crossing of streets while enroute to and from their <br />respective schools and homes. <br />2. School Crossing Guards shall be considered and <br />are hereby declared to be an arm of the South Bend Police <br />Department with the police power to enter streets and /or street <br />intersections and to stop or to otherwise direct both vehicular <br />and pedestrian traffic upon said street. <br />j3.
