ZONING & ANNEXATION JANUARY 13, 2014 3:45 P.M. <br />Committee Members Present: Tim Scott, Derek Dieter, Henry Davis, Gavin Ferlic <br />Citizen Members Present: Vacant <br />Other Council Present: Valerie Schey, Dr. Fred Ferlic, Dr. David Varner, Karen White, <br />Oliver Davis <br />Others Present: Mike Danch, Kathryn Roos, John Murphy, Erin Blasko, <br />Kathy Cekanski - Farrand, Cristal Brisco, Christa Hill (APC), Brian <br />Pawlowski <br />Agenda: Bill 61 -13 — Rezone 736 California, 906, 908 & 910 Portage Ave. <br />Tim Scott opened his Zoning & Annexation Committee with all members in attendance. <br />Just one bill was on the schedule for review. Bill 61 -13 was a petition to rezone properties at 906, 908 & <br />910 Portage and 736 California. Because this project is sponsored by the Near Northwest Neighborhood <br />Organization of which Tim Scott's wife is President, he recused himself from the hearing. <br />Vice -Chair Henry Davis conducted the hearing. He began by asking for and receiving committee <br />approval to consider substitute bill 61 -13. The appropriate motion approved by all was made by Derek <br />Dieter and seconded by Gavin Ferlic. <br />Cristal Brisco reported the petition and site plan had been approved by the Area Plan Commission (APC) <br />staff and had received a favorable recommendation from the Commission. The only contingency was a <br />signed formal parking agreement NNW to access parking in a lot they own across the street from the <br />proposed apartment project. <br />Mike Danch making the formal presentation addressed the parking issue as one resolved if not yet <br />signed. He proceeded to describe the forty three unit complex also having a 1,600 sq. ft. lunch counter <br />open to the public. All in all the total investment would top $ 9 million. (Site plan attached) <br />Gavin Ferlic motioned to recommend the sub bill favorably.
