HEALTH& PUBLIC SAFETY JANUARY 23,2014 4:30 P.M.
Committee Present: Derek Dieter, Henry Davis (AB), Dr. Fred Ferlic (EXAB), Tim Scott
Other Council Present: Valerie Schey (AB), Dr. David Varner (AB), Oliver Davis (AB),
Karen White (AB), Gavin Ferlic (AB)
Others Present: Kathy Cekanski - Farrand, Terrance Jeffries (1426 Miner)
Agenda: 2014 Committee Priorities
Though there was not a quorum present in that only Chairman Derek Dieter and Councilmember Tim
Scott were present. Derek briefly reviewed committee activities in 2013 before engaging in a lively
exchange of ideas with Tim focused on 2014 priorities.
In no particular prioritization order the following topics were suggested for further discussion.
• Derek said Dr. Ferlic would like to promote a program to fight youth obesity.
• Derek said while it is a Fraternal Order of Police (FOP) union issue the Council should know
the number of officers assigned to the beats on all shifts.
• Tim said the Council should get an update on Police Department and Fire Department
efforts to employ technology to improve service and eliminate paper.
• Tim said the Council should get an update on the chronic nuisance ordinance
implementation.
• Both Tim & Derek thought an update on the state required 911 center consolidation was
needed.
• Derek wondered why the South Bend Tribune reported the Anti - Violence Task Force had
met with city leaders yet no Council had been contacted.
• Tim & Derek both saw a need for a follow -up on the whistle - blower ordinance.
• Tim thought the Prosecutor's office could use technology to schedule court time.
• Derek suggested the Council was due for a progress report on the fire training complex,
basically from Chief Cox.
• Tim said he was meeting soon with South Bend Police Department Officer Keenan to get a
Miami Hills and Beacon Heights status report then would schedule a follow -up with the
Miami Hills neighbors.
Midway in the discussion Terrance Jefferies, an interested citizen, wondered if he could get involved
mentoring youth. Derek said he would refer him to mentoring programs at Big Brothers & Big Sisters.
