91 <br />(13) Self- service laundry establishments, provided <br />a. Said use is located on a lot adjoining a <br />major thoroughfare as designated by the Major <br />Thoroughfare Plan for the City of South Bend. <br />b. Illuminated signs shall not have source of light <br />visible nor project intermittent or flashing <br />lights. <br />c. One improved off - street parking space shall be <br />provided on the same lot as the principal build- <br />ing for every three principal operating machines. <br />d. Before the issuance of a building permit the <br />proposed parking area and all proposed improve- <br />ments thereto shall be submitted to the Board for <br />approval. And the same shall be subject to any <br />reasonable conditions that the Board may impose. <br />(14) Banks. <br />(15) Laundry or dry cleaning pick -up stations. <br />SECTION 4 -B. <br />"C -2" Planned Shopping Center District <br />1, Intent. The intent of this section is: <br />(a) To establish a commercial district in which the uses and <br />regulations are restricted and in which traffic and <br />parking congestion is reduced to a minimum. <br />(b) To protect and preserve property values in the surround- <br />ing residential districts. <br />(c) That, insofar as possible, all commercial areas In newly <br />developed portions of the city shall take place in "C -2" <br />District. <br />2. Area. No "C -2" District shall contain less than three (3) <br />_. acres, however within the "C -2" district three (3) types of <br />shopping centers are delineated for the purposes of this <br />ordinance according to the floor areas occupied, as follows; <br />
