(Hull) is pleased to present the City of South Bend (Client) the following proposal to <br />provide professional engineering services for the above - referenced project. The purpose of this document <br />is to establish the Scope of Work as we understand it and to provide a fee schedule for the project. This <br />SrRSRZC6rH4-hV0!HuQ& A\XRFIDVW ,nF.'V(Hu(W rHcommendations for additional tasks needed to conduct <br />additional assessment activities and prepare an amended Indiana Voluntary Remediation Program (VRP) <br />Remediation Work Plan (RWP) for land at Ignition Park (the Site, also known as Area A and /or the former <br />Studebaker manufacturing complex) and additional off -site properties. <br />Site Physical Setting and Background <br />The Site is comprised of several parcels totaling approximately 79.5 acres (H / -) of land located southeast <br />of the intersection of Sample Street and Prairie Avenue in South Bend, Indiana. <br />Operations under Studebaker Corporation, from as early as 1927 to the early 1960s, consisted of a <br />foundry, lumberyard, and manufacturing facilities, primarily dedicated to the manufacture of automobiles. <br />) R(MwwlnJ Wl`f FHVeD\)Vn RI 6N6&E DN+'VRSHrD\LVnVDVYhe Site, the majority of the Site was subdivided and <br />sold to various business entities. Although the City is in the process of establishing new parcels at the Site, <br />all former parcels but one comprising the Site are currently vacant. Various stages of infrastructure <br />improvements (e.g., road construction and utility installation) have occurred or are occurring in an area <br />generally limited to the southern third of the Site, and Hull understands that one or more parcels along <br />Sample Street may be redeveloped in 2014. <br />Multiple environmental assessments have been conducted at the Site. These assessments included sampling <br />and testing of surface and subsurface soils and groundwater for chemicals of concern (COCs) including <br />volatile organic compounds (VOCs), total petroleum hydrocarbons (TPH), semivolatile organic compounds <br />(SVOCs; also herein referred to as polynuclear aromatics (PNAs)), Resource Conservation and Recovery <br />Act (RCRA) metals, Target Analyte List (TAL) metals and /or polychlorinated biphenyls (PCBs). <br />During the process of conducting the additional environmental assessments, IDEM requested in 2003 -2004 <br />that the City submit a RWP to address impacts in soil identified at the Site. Despite suggestions from the <br />City and Hull that a RWP for soils was premature in the absence of a complete understanding of the <br />distribution of impacts to soils at the Site, Hull submitted a RWP for soils in April 2004.
