STAFF REPORT September 10, 2001 <br />J & J Leasing A K A Environmental Health Laboratories and Memorial Health Svstems, Inc. <br />2104-01 <br />Location: 110 South Hill Street and 109 South St. <br />Louis Street <br />City of South Bend <br />REQUESTED ACTION: The petitioners are requesting a zone change from "C" <br /> Commercial, "E" Height and Area and "PHC" <br /> Professional/Health Care to "A-3" Mixed Use Multifamily <br /> Residential and Commercial, "G" Height and Area to allow <br /> professional office uses including laboratory testing. <br />EXISTING LAND USE: The property currently contains professional offices and <br /> laboratory testing. <br />SURROUNDING LAND USE A ND ZONING: Located to the north are single-family homes and a <br /> duplex zoned "B" Residential, "B" Height and Area and a <br /> commercial business zoned "C" Commercial; to the east <br /> across St. Louis Avenue are single-family homes and an <br /> office zoned "B" Residential, "B" Height and Area; to <br /> the south are single-family homes and a storage building <br /> zoned "C" Commercial, "E" Height and Area; and to the <br /> west is a parking lot zoned "A-3" Mixed Use, "G" Height <br /> and Area. <br />ACCESS: Access to the site will be from Washington Street, St <br /> Louis Avenue and South Hill Street. <br />WATER SOURCE/SEWAGE DISPOSAL: Water and sewer are available to the site. <br />DRAINAGE: The drainage has been addressed by the petitioner. <br />SITE DATA: The total site to be rezoned is 1.14 acres. Of that, <br />the buildings will occupy 33,301 square feet, or 67 <br />percent of the site; the parking and drives will occupy <br />11,554 square feet, or 23 percent of the site; and 4,635 <br />square feet or 10 percent of the site will remain as <br />open space. <br />ENVIRONMENTAL DATA: A check of the Agency's maps indicates that no public <br />wells, flood hazards, wetlands or environmental hazard <br />areas are present. <br />SITE PLAN: The site plan is preliminary. <br />AGENCY COMMENTS: The City Engineer requires that the final site plan <br />shows a solution to access issues. <br />PRELIMINARY <br />STAFF RECOMMENDATION: Based on information available prior to the public <br />hearing, the staff recommends that this petition be sent <br />to the Common Council with a favorable recommendation, <br />subject to a final site development plan. The proposed <br />use would be an expansion of an existing office and <br />~i`~~ ~~ ~~~~'F; ~ ®ft~G~' laboratory facility and would be in keeping with the <br />"° development for the East Bank Area. It is the Staff's <br />opinion that "A-3" Mixed Use zoning is appropriate for <br />~~~ ~ 6 ~~~'~ this site. <br />max,;. <br />
