<br />SPECIAL MEETING DECEMBER 16, 2013 <br /> <br /> <br /> <br />Be it remembered that the Common Council of the City of South Bend met in the Council <br />th <br />Informal Meeting Room 4 Floor County-City Building, 227 W. Jefferson Blvd., South Bend, <br />Indiana, on Monday, December 15, 2013, at 5:00 p.m. The meeting was called to order and the <br />Invocation and Pledge to the Flag was given. <br /> <br />ROLL CALL <br /> <br /> <br />COUNCILMEMBERS: <br /> <br />st <br />Present: Tim Scott 1 District <br />nd <br /> Henry Davis Jr. 2 District <br />rd <br /> Valerie Schey 3 District <br />th <br /> Dr. Fred Ferlic 4 District <br />th <br /> Dr. David Varner 5 District <br />th <br /> Oliver Davis 6 District, Vice-President <br /> Derek Dieter At-Large, President <br /> Karen L. White At-Large, Chairperson Committee of the Whole <br /> <br />Absent: Gavin Ferlic At-Large <br /> <br />Others Present: John Voorde City Clerk <br /> <br />RESOLVE INTO THE COMMITTEE OF THE WHOLE <br />At 5:04 p.m. Councilmember Oliver Davis made a motion to resolve into the Committee of the <br />Whole. Councilmember Scott seconded the motion which carried by a voice vote of eight (8) <br />ayes. Councilmember White, Chairperson, presiding. <br /> <br />Councilmember White, explained the procedures to be followed for tonight’s meeting in <br />accordance with Article 1, Section 2-11 of the South Bend Municipal Code. <br /> <br />PUBLIC HEARING <br /> <br />BILL NO. 78-13 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL <br />OF THE CITY OF SOUTH BEND, INDIANA, <br />APPROPRIATING ADDITIONAL FUNDS FOR CERTAIN <br />DEPARTMENTAL AND CITY SERVICES OPERATIONS IN <br />2013 OF $500,000 FROM SELF-FUNDED EMPLOYEE <br />BENEFIT FUND (#711) <br /> <br />th <br />Cheryl Greene, Assistant City Attorney, 12 Floor County-City Building, 227 W. Jefferson <br />Blvd., South Bend, Indiana, read into the record that in accordance with Section 2-5 of the South <br />ndrd <br />Bend Municipal Code that on December 2 & 3, 2013 a call of a Special Meeting of the South <br />Bend Common Council was duly made, signed by five (5) Members of the Common Council. <br />The signatures were certified by City Clerk John Voorde and are on file in the Office of the City <br />st <br />Clerk and they were delivered by Patrolman 1 Class Matthew Mason of the South Bend Police <br />Department to each of the nine (9) Common Councilmembers. Verification of Service has been <br />filed with the Office of the Clerk and therefore it is a legal meeting. <br /> <br />Councilmember Dr. David Varner, Chairperson, Personnel & Finance Committee reported that <br />this Committee held a public hearing on this bill this afternoon and voted to send it to the full <br />Council with a favorable recommendation. <br /> <br />th <br />John Murphy, Deputy City Controller, 12 Floor County-City Building, 227 W. Jefferson Blvd., <br />South Bend, Indiana: We discussed in the committee meeting the city’s self-insured for health <br />insurance. Anthem is our primary provider, we are finishing up the end of the year, sharpening <br />our pencils, maybe a situation where we over in our medical insurance costs, we are asking for <br />an additional appropriation of $500,000 to finish the year. We are hopeful that we don’t need the <br />entire additional appropriation and if we don’t need it, it will just lapse, the appropriation will <br />lapse and it won’t be spent, it will revert back to the self-insurance fund. We kind of talked <br />about the history of the fund and I will give you a hand out. The fund has been insured with <br />Anthem since 2007, expenditures the first several years were fairly low, much better than when <br />1 <br /> <br /> <br />
