PARCS NOVEMBER 2S, 2013 3:30 P.M. <br />Committee Members Present: Henry Davis, Dr. Fred Ferlic, Gavin Ferlic, Tim Scott <br />Other Council Present: Valerie Schey, Dr. David Varner, Oliver Davis (3:35), Karen <br />White, Derek Dieter <br />Citizens Members Present: John Whitty (AB), Cheri Richmond (AB) <br />Others Present: Pete Agostino, Jonathan Burke, Jack Smith, Erin Blasko, John <br />Murphy, Dave Mathews, Kathy Cekanski - Farrand, Eric Horvath, <br />Kathryn Roos, Mark Neal, Dennis Andres <br />Agenda: Bill 60 -13 Appropriations — Palais <br />Bill 13 -83 Appointment Board Public Works to oversee Energy <br />Savings at Century Center <br />Two items were scheduled for review by the PARC Committee (Parks, Recreation, Cultural Arts & <br />Entertainment) chaired by Henry Davis. <br />The first item, bill 60 -13 was an appropriation request of $21,000.00 from the Palais Royale Historic <br />Preservation Fund, #450. Dennis Andres, Executive Director of the Morris /Palais made a brief <br />presentation explaining the need reseal windows and repair some damage caused by resultant rain <br />leakage. <br />Before Gavin Ferlic motioned approval seconded by Dr. Fred Ferlic and supported unanimously, Dr. <br />Ferlic urged more local events needed to be solicited for the Palais. <br />The second item bill 13 -83 was presented by Jonathan Burke who heads the City Energy Office. Mr. <br />Burke used an overhead (attached) to highlight the presentation. He emphasized the benefit of <br />maintaining and upgrading city -owned facilities. Century Center was the targeted facility. Proposed wa<- <br />a process by which a performance contracting selection team would select a company through a RFP <br />process that would assure energy savings by implementing a plan approved by the BPW (Board of Public <br />Works). Contracting costs would be covered by the energy dollars saved creating no risk to the city. <br />Dr. Ferlic questioned the payback time. Valerie Schey asked if capital projects presently scheduled <br />would be acted upon. Mr. Burke said there was overlap, a win /win scenario. <br />Ultimately after Mr. Burke explained the no financial risk aspect, Gavin motioned, Dr. Ferlic seconded, <br />and all supported a favorable recommendation to Council. <br />Henry Davis adjourned the meeting at 3:49 P.M. <br />
