PARCS OCTOBER 28, 2013 4:00 P.M. <br />Committee Members Present: Henry Davis (late 4:04 P.M.), Dr. Fred Ferlic, Gavin Ferlic, Tim <br />Scott <br />Other Council Present: Valerie Schey, Dr. David Varner, Oliver Davis, Karen White, <br />Derek Dieter <br />Citizen Members Present: John Whitty, Cherie Richmond (AB) <br />Others Present: Kathy Cekanski - Farrand <br />Agenda: Tree Recycling Project <br />Vice -Chair of the PARCS Dr. Fred Ferlic called the meeting to order promptly at 4:00. The purpose of the <br />meeting was to give Rod Goodchild an opportunity to ask the Council to support his efforts to preserve <br />the stumps of trees in Potawatomi Park and River Park neighborhoods to the level of 10 to 12 feet. The <br />preserves stumps would then be transformed into wooden sculptures. Rod is very passionate in his <br />presentation plea reminding the Council he will fund all the carvings. To da:e these works have been <br />done by a local chainsaw artist. <br />In summary, like so many other requests more questions than answers were prompted. Council <br />Attorney Kathy Cekanski - Farrand pointed out the Council does not have jurisdiction in the matter. It is a <br />Park Board issue. In support, nonetheless, the council has already adopted a resolution. She suggested <br />the Council forward the matter to both the City Attorney's office and the Park Board. <br />Mr. Goodchild provided additional supportive documents (attached) to bolster his plea. <br />PARC Chair Henry Davis who arrived at 4:05 adjourned the hearing at 4:11. <br />Henry Davis, Chairperson <br />PARC Committee <br />
