When this Bill was originally filed with the <br />Common Council it contained only codification changes, although we intended to make semantic <br />changes as well. The substitute Bill makes several semantic changes, specifically: <br />• 17-80(b)(2) It adds that commerciaUindustrial water/sewer main line assessments are not <br />subject to a maximum rate cap to be parallel with subparts 1 and 3. <br />• 17-82 All charges and rates affected by this bill are subject to the same effective date. <br />• 17-86 The language regarding residents was clarified. <br />• The word "real" was added throughout as a modifier of the word "property". <br />The one substantive change occurs at § 17-85(c) which allows the City to charge in-city <br />residential rate caps to non-city residents who have contemporaneously, and irrevocably filed <br />rp oiler petitions to annex their residential tracts to the City. <br />We hope the Council will favorably review this substitute bill. <br />Sincerely, <br />Aladean M.
