Staff Report 11/7/2013 <br /> 3. Most Desirable Use: <br /> The most desirable use for this site is retail on the first floor and residential units above. <br /> 4. Conservation of Property Values: <br /> The redevelopment of this building along this corridor could have a positive effect on the <br /> surrounding property values. <br /> 5. Responsible Development And Growth: <br /> It is responsible development and growth to allow the redevelopment of an underused <br /> building into a mixed use development. <br /> Staff Comments: <br /> The staff has received a Memorandum of Understanding from the Near Northwest <br /> Neighborhood regarding the use of 26 parking spaces in their lot, located at the comer of <br /> Portage and California. <br /> Recommendation: <br /> Based on information available prior to the public hearing, the staff recommends that this <br /> petition be sent to the Common Council with a favorable recommendation subject to a <br /> written commitment addressing the additional parking being made available. <br /> Analysis: <br /> The redevelopment of this site into a mixed use development would strengthen the <br /> Portage Avenue corridor. The PUD incorporates several of the appearance objectives of <br /> the Portage Avenue Commercial Corridor Revitalization Action Plan, such as parking in <br /> the rear, front lot line buildings. and landscape screening. The additional parking spaces <br /> provided by the NNN will provide sufficient parking for residents and customers. <br /> APC # 2686-13 Page 3 of 3 <br />
