Pursuant to Chapter 2, Article 6, Section 2 -77.1 of the Municipal Code of the City of <br />South Bend, this petition was referred to the Department of Community Investment for purposes of <br />investigation and preparation of a report determining whether the area qualifies as a Residentially Distressed <br />Area pursuant to I.C.6 -1.1 -12.1 and whether all zoning requirements have been met. <br />The Department of Community Investment has reviewed the petition (a copy of which is attached), <br />investigated the area, and makes the following report. <br />PROJECT DESCRIPTION <br />Near Northwest Neighborhood, Inc. will be the General Partner and the owner ofthe land. Currently 906- <br />910 Portage Avenue is owned by the Ford family and vacant land at 808 -838 Portage Avenue is owned by <br />the City of South Bend. The proposed project called Avenue's Edge would consist of an adaptive reuse <br />and new construction component of the two adjacent sites. The site known as the Ford building, which <br />consists of multiple buildings facing Portage Avenue along with various additions to the alley side of the <br />building, is a blighted commercial site that has not been in productive use for years. The owners have <br />failed to pay the property taxes for at least five years. As a result, the site was put up for tax sale by St <br />Joseph County but there were no bidders and the owner does not plan to redeem the property which owes <br />more than $100,000 in back taxes. The St. Joseph County Commissioners subsequently voted to transfer <br />the property to Near Northwest Neighborhood, Inc. (NNN) for redevelopment. The adjacent site is <br />currently vacant that was formerly q shopping center before being taken by the City of South Bend and <br />razed for future development.
