O�,0�1N pe. tiQ t r iT 2013 Annual Report of the Zoning and Annexation Committee of the South Bend Common Council Date: December 30, 2013 To: The South Bend Common Council The Office of the City Clerk From: 4 I District Council Member Dr. Fred Ferlic, Chairperson Zoning and Annexation Committee This Annual Report is filed as a requirement of Section 2 -10 (i) of the South Bend Municipal Code which calls for a report from the Chairperson of each of the Council's Standing Committee by the 2 "d Monday in December. Duties: The Zoning and Annexation Committee is charged with the following duties pursuant to Section 2 -10 of the South Bend Municipal Code: "Oversees the activities related to the Board of Zoning Appeals, recommendations from the Area Plan Commission and the Historic Preservation Commission, as well as all related matters addressing annexation and zoning ". 2013 Committee Members: The member of the Zoning and Annexation Committee this year include Council Member Henry Davis, Jr., who serves as Vice - Chairperson; Valerie Schey and Gavin Ferlic, with myself as Chairperson. Special thanks to Kyle Chamberlin that attended most if not all of the Z & A Committee meetings as a citizen member, along with Marcus Ellison. Meetings and Committee Brochure: This year the Zoning and Annexation Committee met twenty (20) times. We developed and utilized a brochure which outlines the duties of the Z & A Committee and briefly summarizes the criteria set forth in state and /or local law for rezonings, special exceptions, and historic designation requests. The brochure is available on line and in paper format provides valuable information in plain language and continues to be a useful tool.
