PERSONNEL & FINANCE DECEMBER 16.2013 4:30 P.M. <br />Committee Members Present: Dr. David Varner, Valerie Schey, Karen White, Henry Davis <br />Other Council Present: Tim Scott, Dr. Fred Ferlic (AB), Oliver Davis (EXAB), <br />Gavin Ferlic (AB), Derek Dieter <br />Citizen Members Present: Jack Smith (AB), Marc Brammer (AB) <br />Others Present: Rahman Johnson, John Murphy, Cheryl Greene, Cecil Eastman, <br />Penny Price, Jo Ellen Talos, Margaret Hartsaugh <br />Agenda: Bill 78 -13 Appropriation — Employee Benefit Fund #711 <br />The Personnel & Finance Committee chaired by Dr. David Varner met to consider bill 78 -13, an <br />appropriation request of $500,000.00 for the employee benefit fund #711. <br />John Murphy, Chief Deputy City Controller using an overhead presentation and accompanying handout, <br />(attached) offered an informative presentation explaining the need for the request. A detailed <br />explanation of facts and figures outlining the recent payout was provided and can be found in the <br />handout. John also introduced Penny Price, Jo Ellen Talos, Cecil Eastman and Rahman Johnson from his <br />staff to help answer any questions. <br />During Council, question and answer, Henry Davis asked if the city, has taken any steps toward lowering <br />health care costs. John answered saying that was a priority for 2014 with analysis of strategies to <br />control costs developed by other entities would be investigated. Tim Scott suggested exploring possible <br />savings by partnering with other entities like the school corporation and the county, John agreed. <br />Finally Valerie Schey moved to send a favorable recommendation for passage to full Council.
