ORDINANCE NO. 5164 -70 <br />AN ORDINANCE PROVIDING FOR THE CREATION OF A <br />POLICE CADET PROGRAM <br />WHEREAS, it is in the best interest of the City of South <br />Bend, Indiana, to encourage young men and women to pursue a career <br />in law enforcement and to pursue such a curriculum in high school <br />and college as will train them in such a career, and, <br />WHEREAS, it is in the best interest of said city to provide <br />for the education and training of a cadre of young men and women who <br />will, by virtue of their special interest, and the extended and special <br />education and training, become available and eligible in the future for <br />application for appointment to the police force of the City of South <br />Bend; and, <br />WHEREAS, it is in the best interest of said city to provide <br />opportunity to such persons to complement their further academic train- <br />ing with part time practical working experience within the environment <br />of the Police Department of the City of South Bend. <br />BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF SOUTH <br />BEND, INDIANA: <br />SECTION I. There is hereby established in the City of South <br />Bend, Indiana, a police cadet program. Applicants for appointment as <br />police cadets must be able to meet all mental, moral and physical <br />standards, (with exception of weight and age) as are required for ap- <br />pointment to the Police Department of the City of South Bend. Partici- <br />pation in the cadet program shall be contingent upon such persons achiev- <br />ing and maintaining academic excellence in their educational curriculum <br />and their strict adherence to the rules and regulations set forth for <br />their conduct by the chief of police. <br />SECTION II. Police cadets shall not be police officers, shall <br />have no police powers of arrest and shall not be members of the police <br />force of the City of South Bend. They shall serve under the jurisdiction <br />of the chief of police who shall be responsible for their supervision and <br />direction.
