BLOUGh1 COLUMBIA COURT BY MOTOR VEHICLES`: grN4 (Na BE IT ORDAINED by the Common Council of the City of South Bend, Indiana, that: SECTION I. Finding of Fact. Certain hazards to the public safety are found to exist in Columbia Court between Main and Michigan Streets because of the large volume of pedestrian traffic flowing via that route from the public parking garage at the southeast corner of Main and Colfax Streets and the retail stores along Michigan Street, the width of said street not being sufficient to accommodate both pedestrian traffic in such volume and motor vehicle traffic. The north -south alley between Michigan and Main Streets from Colfax to Washington Streets provides all the access needed by motor vehicle operators to the interior of said block and the public interest will be best served by reserving Columbia Court between Main and Michigan Streets exclusively for pedestrian traffic. SECTION II. Prohibition. Motor vehicles hereafter may not be used on Columbia Court from Main Street, to the north -south alley between Main and Michigan Streets and from said north -south alley to Michigan Street. SECTION III. Improvements. The Board of Public Works and Safety is hereby authorized to erect and maintain in the section of Columbia Court closed to motor vehicle traffic such facilities for the convenience and benefit of pedestrians as it may deem appropriate. SECTION IV. Penalty. Any person violating the provisions of Section II of this ordinance may be fined in an amount not exceed- ing three hundred dollars or imprisoned for a term not exceeding ninety days, or both. SECTION V. Effective Date. This ordinance shall be in full force and effect from and after its passage and publication as required by law.
