CITY OF SOUTH BEND PETITION FOR TANGIBLE PERSONAL PROPERTY TAX ABATEMENT CONSIDERATION The undersigned owner(s) of new manufacturing equipment, personal property, located within the City of South Bend, hereby petitions the Common Council of the City of South Bend for personal property (new manufacturing equipment) tax abatement consideration and pursuant to I.C. 6- 1.1 -12. 1 -1 et seq., and South Bend Municipal Code Section 2 -84.2 et seq., for this petition states the following: Unless otherwise noted herein, the responses to the following questions pertain only to Phase I of the proposed project. Reference should be made to Form SB -1/PP Statement of Benefits for the proposed project for a description of Phase II, Phase III and Phase IV of the proposed project. 1. Describe the proposed project, including information about the new manufacturing equipment personal property ( "equipment ") to be installed, the amount of land to be used, if any, the proposed use of the equipment, and a general statement as to the value of the project to your business. The proposed project is anew technology park to be known as the "Innovation Park at Notre Dame" ( "IP @ND') and will include the construction of four buildings on an approximately 12 acre site, with construction to begin on the first building (Phase 1) in the early fall 2008 and be completed within 12 to 24 months. The Master Plan for the project anticipates three additional buildings to be phased in between 2010 and 2018. The future phases are expected to include a free- standing addition to the first building (Phase II) followed by two additional separate buildings (Phases 111 and IV) on the main site. A further facility may also be added on the approximately two -acre portion on the east side of Twyckenham Drive. The first building (Phase I) will be the main gathering area for the entire park, and provide most of the essential common areas, conference facilities and training resources. Phase I will comprise a facility of approximately 54,000 sq ft on three levels, with the reception area, administration space and "Greenhouse" incubator facility (approximately 6,000 sq ft) on the first level. The second and third levels will be designed as `build -to -suit' tenant areas for general office space and dry or wet lab configurations. The IP @ND plans to install equipment to serve its tenant - clients in orderto facilitate acceleration of their business potential. It is anticipated that the tenant - clients will also install equipment used in their individual ventures. This equipment will include not only general office furniture (e.g., desks, chairs, tables, conference room furniture, etc.), but may also include in certain cases specialized bench equipment for dry or wet lab applications. Examples of this equipment may include optical microscopes, probe stations, gas chromatographs, mass spectrometers, centrifuges, chemical hoods, vacuum pumps, -80 degree freezers, testing chambers, autoclaves and similar.
