GIBNEY <br />EXECUTIVE DIRECTOR <br />TAX ABATEMENT REPORT <br />TO: SOUTH BEND COMMON COUNCIL <br />FROM: BOB MATHIA <br />SUBJECT: PERSONAL PROPERTY TAX ABATEMENT PETITION FOR: <br />UNIVERSITY OF NOTRE DAME, INNOVATION PARK AT NOTRE DAME, <br />INC. <br />DATE: August 12, 2008 <br />On August 11, 2008, a petition for personal property tax abatement consideration for property located at <br />Edison Road adjoining Twyckenham Drive extension on State Road 23 was filed with the City Clerk by <br />the University of Notre Dame in the name of Innovation Park at Notre Dame, Incorporated. Pursuant to <br />Chapter 2, Article 6, Section 2 -84.2 of the Municipal Code of the City of South Bend, this petition was <br />referred to the Department of Community and Economic Development for purposes of investigation and <br />preparation of a report determining whether the area qualifies as an Economic Revitalization Area <br />pursuant to I.C.6 -1.1 -12.1 and whether all zoning requirements have been met. <br />The Department of Community and Economic Development has reviewed the petition (a copy of which is <br />attached), investigated the area, and makes the following report. <br />PROJECT SUMMARY <br />The University of Notre Dame and Innovation Park at Notre Dame, Inc. are proposing to establish a <br />Certified Technology Park. The park will include the construction of four buildings over several years on <br />an approximately 12 acre site, with construction to begin on the first building (constructed as Phase I) in <br />early fall, 2008. The Master Plan for the park anticipates three additional buildings to be phased in <br />between 2010 and 2018. The first building will be the main gathering area for the park and provide most <br />of the essential common areas including conference facilities and training resources. The building in <br />Phase I will comprise a facility of approximately 54,000 square feet on three levels.
