The strict application of the terms of the zoning ordinance will result in practical difficulties in the <br />use of the property; <br />as the strict application of the hard surface parking requirements is intended for parking lots <br />that are used year round. Also the costs to develop the asphalt or concrete lot and storm <br />would be quite expensive. <br />d. The proposed use will be consistent with. the character of the district in which it is located and the <br />land uses authorized therein; <br />as the adjacent land is park (Tarkington & Boehm Park) is used for recreational use. <br />e.
