'9 December 1970 <br />MEMO TO: COMMON COUNCIL <br />SUBJECT: DEPARTMENT OF REDEVELOPMENT <br />FROM THE <br />'OFFICE OF THE CONTROLLER <br />Several months ago at the time that the 1971 departmental budget <br />proposals were submitted, I inadvertently omitted personnel require- <br />ments in the Department of Redevelopment. In the current 1970 <br />budget, funds were appropriated for two Relocation Officers, one <br />Relocation Aide and one Secretary II. The purpose of the appropria- <br />tion ordinance now being submitted to you is merely to appropriate <br />the funds for the continuation of the relocation activities using <br />the 1971 salary schedule as approved by you. This error was dis- <br />covered after legal publication of the proposed 1971 budget. As <br />you know, once advertised, reductions can be made but increases <br />are prohibited. No official action could be taken until the year <br />1971. For this reason it is hoped that the ordinance will be <br />introduced at the December 14th Council meeting and a public hearing <br />set for the 1st regular meeting in January. <br />You will note that the ordinance proposes an appropriation from <br />surplus in the Redevelopment Fund. There is no levy for 1971 and <br />there will be a surplus on January 1st of at least $60,000. Funds <br />are, therefore, available. <br />�/James A./Bicke <br />JAB /et <br />
