Page 3 <br />Mayor upon recommendation of the Director and <br />shall be subject to removal by the Mayor at <br />any time as provided by law. <br />(c) The Director of each Department shall be res- <br />ponsible for the direction of all duties and <br />functions of all agencies within the Department <br />and for the coordination of related duties and <br />functions between or among agencies within the <br />Department. <br />(d) The functions and duties imposed upon each De- <br />partment shall be performed by the Director, or, <br />subject to the Director's supervision and direction, <br />by such officers, employees, or agencies within <br />the Department; except that no Director may dele- <br />gate his duty <br />(1) to administer and supervise his Department, <br />(2) to serve on any board, commission, or authority <br />(3) to issue rules or regulations, as prescribed <br />by law, or <br />(4) to have the ultimate responsibility for the <br />proper performance of the duties and functions <br />vested in his Department. <br />(e) The Directors of the Departments shall establish <br />systems of coordination of related duties and <br />functions between or among their respective De- <br />partments, and shall establish systems of coor- <br />dination and cooperation with agencies of township, <br />county, state, and federal governments and with <br />quasi - public and non - public agencies and associa- <br />tions. The Director of the Department having the <br />primary responsibility for a program, project, or <br />function shall take the initiative in establishing <br />communication and coordination with such other <br />Departments, agencies, and associations which have <br />secondary responsibilities for or interest in such <br />program, project, or function. <br />(f) The books, records, documents, letters, and other <br />papers created or received by any officer or em- <br />ployee of the City in the performance of his offi- <br />cial duties are the property of the City, and, un- <br />less otherwise provided by law, shall be preserved, <br />and shall be delivered by him to his successor in <br />office. No such officer or employee may refuse or <br />willfully neglect to deliver such books, records, <br />documents, letters, or papers to his successor in <br />office. <br />"Sec. 2 -22. Departments: General Powers and Duties. <br />(a) The City shall exercise such powers and perform <br />such duties and functions as are prescribed by <br />state law. <br />(h) Each Department shall exercise such powers and <br />perform such duties and functions as are speci- <br />fically prescribed by law and as directed by the <br />Mavor. <br />
