ORDINANCE NO. 5</9a -73 <br />AN ORDINANCE APPROPRIATING $50 <br />FEDERAL ASSISTANCE GRANT FUND, <br />TO AS GENERAL REVENUE SHARING, <br />ADMINISTRATIVE PROGRAMS, TO BE <br />THE CITY OF SOUTH BEND THROUGH <br />ADMINISTRATION AND FINANCE. <br />,000.00 FROM THE <br />COMMONLY REFERRED <br />FOR VARIOUS <br />ADMINISTERED BY <br />ITS DEPARTMENT OF <br />STATEMENT OF PURPOSES AND INTENT <br />The Federal Government has provided general revenue sharing <br />funds to the City of South Bend beginning in the year 1972, and the <br />Federal Government has indicated that this program shall continue for <br />a period of five years. This fund is legally known as the Federal <br />Assistance Grant Fund. The Mayor of the City of South Bend and the <br />South Bend Common Council has conducted town forum meetings in all the <br />councilmanic districts of the City to obtain information and recommenda- <br />tions from the citizens in regard to the programs and priorities which <br />should benefit from these funds. Detailed investigations and consulta- <br />tions have been conducted by all the councilmen, the Mayor and all cabinet <br />departments in regard to all of the recommendations made before, during, <br />and after these town hall meetings. This particular ordinance appro- <br />priates funds received from the Federal Government for the years 1972 <br />and 1973. No appropriations are included in this ordinance which involves <br />federal money for 1974. This appropriation is intended as an authorization <br />to the Controller's Office to commit and spend the full amount of this <br />appropriation ordinance. The total amount of this ordinance was arrived <br />at by consensus of agreement in regard to the individual programs in the <br />Controller's Office which programs collectively totalled the figure of <br />$50,000.00. This ordinance limits the total expenditure by the Controller's <br />Office to the $50,000.00 amount. Budget line items have been established <br />by the individual programs to be undertaken by the Controller's Office <br />with the money appropriated under this ordinance. If adjustments need <br />to be made to transfer funding from one program budget to another program <br />budget within the total ordinance appropriation, such budget adjustments <br />must receive the approval of the Common Council. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of <br />the City of South Bend as follows: <br />SECTION 1. That the sum of $50,000.00 is hereby appropriated <br />for the years 1972 and 1973 from the Federal Assistance Grant Fund, <br />commonly known as the General Revenue Sharing Funds. This appropriation <br />is to be administered by the Department of Administration and Finance. <br />SECTION 1.1.
