ORDINANCE NO. 5491 -73 <br />AN ORDINANCE APPROPRIATING $313,000.00 FROM <br />THE FEDERAL ASSISTANCE GRANT FUND, COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, FOR <br />VARIOUS PUBLIC SAFETY PROGRAMS, TO BE ADMIN- <br />ISTERED BY THE CITY OF SOUTH BEND THROUGH ITS <br />DEPARTMENT OF PUBLIC SAFETY. <br />STATEMENT OF PURPOSES AND INTENT <br />The Federal Government has provided general revenue sharing <br />funds to the City of South Bend beginning in the year 1972, and the <br />Federal Government has indicated that this program shall continue for <br />a period of five years. This fund is legally known as the Federal <br />Assistance Grant Fund. The Mayor of the City of South Bend and the <br />South Bend Common Council have conducted town forum meetings in all of <br />the councilmanic districts of the City to obtain information and recommen- <br />dations from the citizens in regard to the programs and priorities which <br />should benefit from these funds. Detailed investigations and consulta- <br />tions have been conducted by all of the councilmen, the Mayor and all <br />cabinet departments in regard to all of the recommendations made before, <br />during, and after these town hall meetings. This particular ordinance <br />appropriates funds received from the Federal Government for the years <br />1972 and 1973. No appropriations are included in this ordinance which <br />involve federal money for 1974. This appropriation is intended as an <br />authorization to the Department of Public Safety to commit and spend <br />the full amount of this appropriation ordinance. The total amount of <br />this ordinance was arrived at by consensus of agreement in regard to <br />the individual programs in the Public Safety Department, which programs <br />collectively totalled the figure of $313,000.00. This ordinance limits <br />the total expenditures by the Department of Public Safety to the <br />$313,000.00 amount. Budget line items have been established by the <br />individual programs to be undertaken by the Department of Public Safety <br />with the money appropriated under this ordinance. If adjustments need <br />be made to transfer funding from one program budget to another program <br />budget within the total ordinance appropriation, such budget adjustments <br />must receive the approval of the Common Council. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of <br />the City of South Bend as follows: <br />SECTION 1. That the sum of $313,000.00 is hereby appro- <br />priated for the years 1972 and 1973 from the Federal Assistance Grant <br />Fund, commonly known as the General Revenue Sharing Funds. This appro- <br />priation is to be administered by the Public Safety Department. <br />SECTION 1.1.
