ORDINANCE 5490 -73 AN ORDINANCE APPROPRIATING $750.138.00 FROM THE FEDERAL ASSISTANCE GRANT FUND, COMMONLY REFERRED TO AS GENERAL REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS, TO BE ADMINISTERED BY THE CITY OF SOUTH BIND THROUGH ITS DEPARTMENT OF PUBLIC WORKS. STATEMENT OF PURPOSES AND INTENT The Federal Government has provided general revenue sharing funds to the City of South Bend beginning in the year 1972, and the Federal Government has indicated that this program shall continue for a period of five years. This fund is legally known as the Federal Assistance Grant Fund. The Mayor of the City of South Bend and the South Bend Common Council has conducted town forum meetings in all of the council - manic districts of the City to obtain information and recommendations from the citizens in regard to the programs and prioritites which should benefit from these funds. Detailed investigations and consultations have been conducted by all the councilmen, the Mayor and all cabinet departments in regard to all of the recommendations made before, during, and after these town hall meetings. This particular ordinance appropriates funds received from the Federal Government for the years 1972 and 1973. No appropriations are included in this ordinance which involves federal money for 1974. This appropriation is intended as an authorization to the Public Works Department `to commit and spend the full amount of this appropriation ordinance. The total amount of this ordinance was arrived at by consensus of agreement in regard to the individual programs in the Public Works Department which programs collectively totalled the figure of $750,138.00. This ordinance limits the total expenditure by the Public Works Department to the $750,138.00 amount. Budget line items have been established by the individual programs to be undertaken by the Department of Public Works with the money appropriated under this ordinance. If adjustments need to be made to transfer funding from one program budget to another program budget within the total ordinance appropriation, such budget adjustments must receive approval of the Common Council. NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of South Bend asfollows: Section 1. That the sum of $750,138.00 is hereby appro- priated for the years 1972 and 1973 from the Federal Assistance Grant Fund, commonly known as the General Revenue Sharing Funds. This appropriation is to be administered by the Department of Public Works. Section 1.1. To facilitate the administration of the Motor Vehicle Highway Fund, and to provide a clear path of documentation for accounting, auditing, and reporting purposes of general revenue sharing monies, the following transfers between accounts in the Motor Vehicle Highway Department of non - federal Motor Vehicle Highway Fund monies be made, all accounts being within the Motor Vehicle Highway Department. Reduce the appropriation in the following budget classification: Materials $175,939.27 Increase the appropriation in the following budget appropriation: $139,178.37 369.37 2,297.82 549.76 23,622.50 9,921.45 Total Increase $175,939.27
