ORDINANCE N0._ S Sa / -'7 3 <br />AN ORDINANCE APPROPRIATING $393,983.00 FORM THE FEDERAL <br />ASSISTANCE GRANT FUND, COMMONLY REFERRED TO AS GENERAL <br />REVENUE SHARING, FOR VARIOUS PUBLIC WORKS PROGRAMS, FOR <br />VARIOUS ENVIRONMENTAL AND CAPITAL IMPROVEMENT PROGRAMS <br />IN THE AREA OF PARKS AND RECREATION, TO BE ADMINISTERED <br />BY THE DEPARTMENT OF PUBLIC PARKS OF THE CITY OF SOUTH <br />BEND, INDIANA. <br />STATEMENT OF PURPOSES AND INTENT <br />The Federal Government has provided general revenue sharing funds to <br />the City of South Bend beginning in the year 1972, and the Federal Government has indicat- <br />ed that this program shall continue for a period of five years. This fund is legally known <br />as the Federal Assistance Grant Fund. The Mayor of the City of South Bend and the South <br />Bend Common Council has conducted town forum meetings in all of the councilmanic districts <br />of the City to obtain information and recommendations from the citizens in regard to the <br />programs and priorities which should benefit from these funds. Detailed investigations <br />and consultations have been conducted by all the councilmen, the Mayor and all cabinet <br />departments in regard to all of the recommendations made before, during, and after these <br />town hall meetings. This particular ordinance appropriates funds received from the <br />Federal Government for the years 1972 and 1973. No appropriations are included in this <br />ordinance which involves federal money for 1974. This appropriation is intended as an <br />authorization to the Public Works Department to commit and spend the full amount of this <br />appropriation ordinance. The total amount of this ordinance was arrived at by consensus <br />of agreement in regard to the various environmental and capital improvement programs <br />in the area of parks and recreation in the Public Works Department which programs <br />collectively totalled the figure of $393,983.00. This ordinance limits the total <br />expenditure by the Public Works Department to the $393,983.00 amount. Budget line items <br />have been established by the various environmental and capital improvement programs in <br />the area of parks and recreation to be undertaken by the Department of Public Works with <br />the money appropriated under this ordinance. If adjustments need to be made to transfer <br />funding from one program budget to another program budget within the total ordinance <br />appropriation, such budget adjustments must receive approval of the Common Council. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of <br />South Bend, Indiana as follows: <br />SECTION I.
