ORDINANCE S S / 8- '73 <br />AN ORDINANCE APPROPRIATING $51,912.00 IN ACCOUNT NO. 120, <br />"SERVICES PERSONAL ", $3,037.00 IN ACCOUNT NO. 620, "CURRENT <br />OBLIGATIONS ", AND $2,500.00 IN ACCOUNT NO. 726, "PROPERTIES ", <br />FOR A TOTAL APPROPRIATION OF $57,449.00 FROM THE FEDERAL <br />ASSISTANCE GRANT FUND, COMMONLY KNOWN AS GENERAL REVENUE <br />SHARING, FOR THE PURPOSES OF A SUMMER ENVIRONMENTAL CLEAN -UP <br />PROGRAM, FA -6, TO BE ADMINISTERED BY THE DEPARTMENT OF PUBLIC <br />WORKS OF THE CITY OF SOUTH BEND, INDIANA. <br />STATEMENT OF PURPOSE AND INTENT <br />The Federal Government has provided general revenue sharing funds to <br />the City of South Bend beginning in the year 1972, and the Federal Government has indicated <br />that this program shall continue for a period of five years. This fund is legally known <br />as the Federal Assistance Grant Fund. The Mayor of the City of South Bend and the South <br />Bend Common Council has conducted town forum meetings in all of the councilmanic districts <br />of the City to obtain information and recommendations from the citizens in regard to the <br />programs and priorities which should benefit from these funds. Detailed investigations <br />and consultations have been conducted by all the councilmen, the Mayor and all cabinet <br />departments in regard to all of the recommendations made before, during, and after these <br />town hall meetings. This particular ordinance appropriates funds received from the <br />Federal Government for the years 1972 and 1973. No appropriations are included in this <br />ordinance which involves federal money for 1974. This appropriation is intended as an <br />authorization to the Public Works Department to commit and spend the full amount of this <br />appropriation ordinance. The total amount of this ordinance was arrived at by consensus <br />of agreement in regard to the Summer Environmental Clean -Up Program, FA -6, in the Public <br />Works Department which programs collectively totalled the figure of $57,449.00. This <br />ordinance limits the total expenditure by the Public Works Department to the $57,449.00 <br />amount. Budget line items have been established by the Summer Environmental Clean-Up <br />Program, FA -6, to be undertaken by the Department of Public Works with the money approp- <br />riated under this ordinance. It adjustments need to be made to transfer funding from <br />one program budget to another program budget within the total ordinance appropriation, <br />such budget adjustments must receive approval of the Common Council. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City <br />of South Bend, Indiana as follows: <br />Section I.
