ORDINANCE 5 _,;_0 9. 73 <br />AN ORDINANCE APPROPRIATING $110,801.00 FROM THE <br />FEDERAL ASSISTANCE GRANT FUND, COMMONLY REFERRED <br />TO AS GENERAL REVENUE SHARING, FOR A HUMAN RESOURCES <br />PROGRAM FOCUSED ON DRUG ABUSE, TO BE ADMINISTERED BY THE <br />CITY OF SOUTH BEND THROUGH ITS DEPARTMENT OF HUMAN <br />RESOURCES & ECONOMIC DEVELOPMENT. <br />STATEMENT OF PURPOSES AND INTENT <br />The Federal Government has provided general revenue sharing <br />funds to the City of South Bend beginning in the year 1972, and the Federal <br />Government has indicated that this program shall continue for a period of <br />five years. This fund is legally known as the Federal Assistance Grant Fund. <br />The Mayor of the City of South Bend and the South Bend Common Council has <br />conducted town forum meetings in all of the councilmanic districts of the City <br />to obtain information and recommendations from the citizens in regard to <br />the programs and priorities which should benefit from these funds. Detailed <br />investigations and consultations have been conducted by all the councilmen, <br />the Mayor and all cabinet departments in regard to all of the recommendations <br />made before, during, and after these town hall meetings. This particular <br />ordinance appropriates funds received from the Federal Government for the <br />years 1972 and 1973. No appropriations are included in this ordinance which <br />involves federal money for 1974. This appropriation is intended as an <br />authorization to the Human Resources Department to commit and spend the full <br />amount of this appropriation ordinance. The total amount of this ordinance <br />was arrived at by consensus of agreement in regard to this program in the <br />Human Resources Department which totals $110,801.00. This ordinance limits <br />the total expenditure by the Human Resources Department to the $110,801.00 amount. <br />Budget line items have been established by the individual program to be <br />undertaken by the Department of Human Resources with the money appropriated <br />under this ordinance. If adjustments need to be made to transfer funding from <br />one program, budget to another program budget within the total ordinance <br />appropriation, such budget adjustments must receive approval of the Common <br />Council. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council of the <br />City of South Bend as follows: <br />Section( 1. That the sum.of $110,801.00 is hereby appro- <br />priated for the years 1972 and 1973 from the Federal Assistance Grant Fund, <br />commonly known as the General Revenue Sharing Funds. This appropriation is <br />to be administered by the Department of Human Resources and Economic- <br />Development. <br />Section 1.1.
