ORDINANCE NO. 5546 -73 <br />AN ORDINANCE APPROPRIATING $3,800.00 FROM <br />THE FEDERAL ASSISTANCE GRANT FUND, COMMONLY <br />REFERRED TO AS GENERAL REVENUE SHARING, FOR <br />VARIOUS PUBLIC SAFETY PROGRAMS, TO BE ADMIN- <br />ISTERED BY THE DEPARTMENT OF SAFETY OF THE <br />CITY OF SOUTH BEND, INDIANA (AS AMENDED) <br />STATEMENT OF PURPOSES AND INTENT <br />The Federal Government has provided general revenue <br />sharing funds to the City of South Bend beginning in the year <br />1972, and the Federal Government has indicated that this program <br />shall continue for a period of five years. This fund is legally <br />known as the Federal Assistance Grant Fund. The Mayor of the <br />City of South Bend and the South Bend Common Council has conducted <br />town forum meetings in all of the councilmanic districts of the <br />City to obtain information and recommendations from the citizens <br />in regard to the programs and priorities which should benefit <br />from these funds. Detailed investigations and consultations <br />have been conducted by all the councilmen, the Mayor and all <br />cabinet departments in regard to all of the recommendations made <br />before, during, and after these town hall meetings. This parti- <br />cular ordinance appropriates funds received from the Federal <br />Government for the years 1972 and 1973. No appropriations are <br />included in this ordinance which involves federal money for 1974. <br />This appropriation is intended as an authorization to the Department <br />of Public Safety to commit and spend the full amount of this appro- <br />priation ordinance. The total amount of this ordinance was arrived <br />at by consensus of agreement in regard to the various safety pro- <br />grams in the Department of Public Safety which programs collectively <br />totalled the figure of $3,800.00. This ordinance limits the total <br />expenditure by the Department of Public Safety to the $3,800.00 <br />amount. Budget line items have been established by the various <br />safety programs in the Department of Public Safety to be under- <br />taken by the Department of Public Safety with the money appropriated <br />under this ordinance. If adjustments need to be made to transfer <br />funding from one program budget to another program budget within <br />the total ordinance appropriation, such budget adjustments must <br />receive approval of the Common Council. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council <br />of the City of South Bend, Indiana, as follows: <br />SECTION I.
