dinance shall not be repealed or amended in any respect which would <br />adversely affect the rights of the holders so long as the principal <br />of or the interest or any redemption premium remains unpaid. <br />Section 11. The provisions of this ordinance -are hereby. <br />declared to be separable and if any section, phrase or provision <br />shall for any reason be declared by a court of competent jurisdiction <br />to be invalid or unenforceable, such declaration shall not affect <br />the validity of the remainder of the sections, phrases, and pro- <br />visions hereof. <br />Section 12.
