HOJNACKI, DIRECTOR, DEPARTMENT OF <br />HUMAN RESOURCES & ECONOMIC DEVELOPMENT <br />RE : NEIGHBORHOOD DEVELOPMENT PROGRAM <br />The proposed authorizations and appropriations, filed for your consideration <br />are designed to enable the City of South Bend to engage in a comprehensive <br />neighborhood development effort. This effort will be city wide in scope, <br />but is designed to allow the city to concentrate on, particular, high priority <br />neighborhoods. <br />The Planning, Development Action Team was chosen as the vehicle to implement <br />this program because it is a non - profit corporation established under the laws <br />of the State of Indiana. "PDAT," currently serves as the housing planning <br />component of the Model Cities program. It has the authority under its charter <br />to acquire, own and dispose of property. <br />The near South Eastside, (Michigan, Sample, High and Pennsylvania) streets has <br />been designated as the first priority neighborhood. Beginning in 1975, other <br />neighborhoods would be similarly designated as priority neighborhoods, and the <br />residents, therein, would become eligible for grants and loans under the program. <br />Administratively, the program would be under direct supervision of Mr. Hollis <br />Hughes. Day to day activities would be administered by Mr. William Ellison. <br />He will receive requests for grants and loans, develop a processing procedure <br />and direct inspections and financial operations. Mr. Ellison will be responsible <br />for assigning building inspectors, and the financial advisor to individual families <br />for the purpose of determining the exact monitary need of the family, and then to <br />create, subject to approval of the policy board, a financial plan for the family. <br />No grants or loans for purposes of rehabilitation would be issued, without signed <br />contracts with completed dates, for the rehabilitation work to be done. <br />Mr. Ellison would also have the responsibility for taking the initiative in <br />helping particular families secure help from private similar sources, where <br />possible, and for referring individuals to various social security agencies <br />when it is appropriate. <br />
