My second question I have is that we also <br />have in Fund #408 we have $40,000 appropriated for an IN focus fellow, so I guess I always <br />thought the Notre Dame Interns that work in the Mayor’s Office and elsewhere were doing their <br />internships on a voluntary basis. I didn’t realize that there was money associated with that. <br />Mayor Buttigieg, Sure, let me clarify the distinction between the interns in the Mayor’s Office <br />and the fellowships. Interns in the Mayor’s Office are usually full-time/part-time students. The <br />IN focus program is for people who have graduated. They have deferred job opportunities at <br />other prestigious companies in order to spend that year in South Bend working on various <br />projects. We call it the brain gain program. <br />Councilmember Schey: How do we make sure that, that is fair, so for example, what are the <br />eligibility requirements, what’s the application process, how do we make sure that everyone is <br />being treated fairly and given an equal opportunity to become the IN focus fellow. <br />Mayor Buttigieg: This fellowship is open to any graduate of that program. <br />Councilmember Schey: We the City of South Bend, our HR Department screen the applicants. <br />Mayor Buttigieg: This is not a city program. IN focus has their own applicant and screening <br />process. <br />Councilmember Schey: And then the last question that I have for you is certainly we do some or <br />a variety of accounting methods with how we manage the budget and one thing that I didn’t <br />completely understand and either you or maybe Mark might be able to explain. The 2 million <br />dollars that we are appropriating for the vacant & abandoned initiative, that’s money that was <br />currently in the EDIT fund that we are moving to the loss recovery fund. Can you explain the <br />rationale of paying for the vacant & abandoned initiative out of the loss recovery fund? <br />Mayor Buttigieg: I will defer to somebody, who has more expertise in dealing with those fund <br />numbers. (inaudible) <br />Councilmember Schey: I guess because in reading the footnotes on the yellow sheets which <br />there are abundance of yellow sheets, and abundance of footnotes, but doing my due diligence, <br />my understanding by reading the footnotes was that the action that was actually taking place was <br />that the money from the EDIT fund is being transferred to Fund #227 and the project was being <br />funded out of Fund #227, is that an accurate? <br />Mark Neal: (inaudible) <br />Councilmember Schey: So the full $2 million dollars that if we appropriate tonight, the full $2 <br />million will be coming from Fund #227. <br />Councilmember Dieter: Okay, thank you very much. First of all I would like to thank the <br />administration and everybody, I know sometimes there is a lot of work and a lot of things that <br />the Council will ask and you guys have provided us with mountains of paperwork. So thank you <br />for that. First and foremost I would thank you on behalf of all downtown business people by <br />putting funding for adequate police patrols. Secondly, I think that (inaudible), I talked with <br />Chris about (inaudible) and that is a project that really needs to keep going. Thirdly, Scott if <br />you could come up again and explain that Lafayette & William are more of a traffic flow outlet <br />as opposed to business development. Is that an accurate statement? You need those streets so <br />when you start to work on Main & Michigan you have arteries that cars can flow out on. I don’t <br /> <br />
