SPECIAL MEETING OCTOBER 30, 2013 <br /> <br /> <br /> <br /> <br />Council Attorney Kathleen Cekanski-Farrand: Councilmember White I would like to again read <br />into the record that in light of the fact Bill 44-13 which is the Levying of Taxes and Fixing of <br />Rate of Taxation for the 2014 Calendar Year, the City Council did indeed pass that by a nine (9) <br />to zero (0) vote at the Regular Meeting of the South Bend Common Council on Monday, <br />October 28, 2013, in light of the action, the proper motion this evening on the bill listed 44-13 to <br />strike it from the agenda. <br /> <br />PUBLIC HEARINGS <br /> <br /> <br /> <br />BILL NO. 44-13 PUBLIC HEARING ON A BILL OF THE CITY <br /> OF SOUTH BEND, INDIANA, LEVYING <br /> TAXES AND FIXING THE RATE OF <br /> TAXATION FOR THE PURPOSE OF RAISING <br /> REVENUE TO MEET THE NECESSARY <br /> EXPENSES OF THE CIVIL CITY OF SOUTH <br /> BEND FOR THE FISCAL YEAR ENDING <br /> DECEMBER 31, 2014 <br /> <br />Councilmember Oliver Davis made a motion to strike this bill from the agenda. Councilmember <br />Varner seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br />Council Attorney Kathleen Cekanski-Farrand stated that additional a motion would be in order to <br />move two bills. Bill No. 54-13 which is the teamster salary ordinance to be immediately <br />followed by Bill 53-13 which is the Non-Bargaining Salary Ordinance to this part of the agenda <br />for the Council. We would need a motion to that effect. <br /> <br />Councilmember Oliver Davis made a motion to accept the motion. Councilmember Gavin Ferlic <br />seconded the motion which carried by a voice vote of nine (9) ayes. <br /> <br /> <br />BILL NO. 45-13 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING MONIES <br /> FOR THE PURPOSE OF DEFRAYING THE <br /> EXPENSES OF SEVERAL DEPARTMENTS OF <br /> THE CIVIL CITY OF SOUTH BEND, INDIANA <br /> FOR THE FISCAL YEAR BEGINNING <br /> JANUARY 1, 2014 AND ENDING DECEMBER <br /> 31, 2014 INCLUDING ALL OUTSTANDING <br /> CLAIMS AND OBLIGATIONS, AND FIXING A <br /> TIME WHEN THE SAME SHALL TAKE <br /> EFFECT <br /> <br /> <br /> <br />Council Attorney stated that there will be two motions. For benefit of the public the proposed <br />budget is sitting before Mr. Voorde. The first motion would be to accept all the amended budget <br />pages filed by the Department of Administration & Finance which are on record and filed with <br />City Clerk’s Office. Councilmember Varner so moved the motion, Councilmember Scott <br />seconded the motion which carried by a voice vote of nine (9) ayes. Council Attorney Kathleen <br />Cekanski-Farrand stated that the second motion would be to amend those pages as reflected in <br />nd <br />2 Substitute Bill 53-13 setting Maximum Salaries and Wages for Appointed Officers and Non- <br />Bargaining Employees as further amended by the City Council. Councilmember Oliver Davis so <br />moved the motion, Councilmember Varner seconded the motion which carried by a voice vote of <br />nine (9) ayes. <br /> <br />Chairperson White: I don’t believe that this is a substitute. <br /> <br />
