REGULAR MEETING OCTOBERT 28, 2013 <br /> <br />Theodore Robert, 2617 Frederickson, South Bend, Indiana: I want to bring to the attention of the <br />City Council last week I filed a formal complaint with the Mayor’s Office against Chief <br />Teachman. The reason that I filed a formal complaint was because of what occurred at the King <br />Center. I’m sorry after the King Center and it also involves Lt. Lee Ross. Either one or two <br />things happened after that. Either Lt. Ross when he initiated his investigation into Teachman, he <br />either acted alone or Teachman instructed him to go down there to investigate. So, I went and <br />filed a complaint with the Mayor’s Office seeking an investigation to determine if Chief <br />Teachman instructed Lt. Ross to do go down there to investigate this complaint. The Mayor then <br />decided that my complaint was not valid so he then forwarded my complaint to the Corporation <br />Counsel. I don’t know how a complaint is now a legal matter for the city. That’s why I want the <br />Council to investigation if the Mayor acted unethically by sending a complaint to the law <br />department. I also filed a complaint to the law department; I also filed a complaint with the <br />Board of Public Safety asking them to investigate Lee Ross, considering that he is not the <br />appointed official. They then forwarded my complaint for an investigation of Lee Ross to the <br />law department who then forwarded it to Chief Teachman. How is it that Lee Ross, I’m sorry <br />Chief Teachman can investigate the same guy who illegally started an investigation against him? <br />Again, the Board of Public Safety forwarded my complaint to the law department who then <br />forwarded to Teachman. It’s all here; I have documentation of what’s going on. The Mayor’s <br />says your complaint is not valid, Corporation Counsel take over it, the Board of Public Safety <br />said we are going to wash our hands of this, law department you take care of it, law department <br />said they are not going to deal with this, give it to Teachman. Ladies and Gentlemen, in my <br />community people tell me about there has to be cover-ups going on in the police department. I <br />hear that all the time. Here I have documentation that some of the concerns are valid, <br />something’s wrong here. What does Lee Ross have on this city that no one wants to investigate <br />him? What did he do and what is he holding above the city’s head that says were not going to <br />punish him for violating the police duty manual.
