Councilmember Varner seconded the motion which carried by <br />a voice vote of nine (9) ayes. <br /> <br /> <br />BILL NO. 45-13 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING MONIES <br /> FOR THE PURPOSE OF DEFRAYING THE <br /> EXPENSES OF SEVERAL DEPARTMENTS OF <br /> THE CIVIL CITY OF SOUTH BEND, INDIANA <br /> FOR THE FISCAL YEAR BEGINNING <br /> JANUARY 1, 2014 AND ENDING DECEMBER <br /> 31, 2014 INCLUDING ALL OUTSTANDING <br /> CLAIMS AND OBLIGATIONS, AND FIXING A <br /> TIME WHEN THE SAME SHALL TAKE <br /> EFFECT <br /> <br />BILL NO. 46-13 PUBLIC HEARING ON A BILL OF THE <br /> COMMON COUNCIL OF THE CITY OF SOUTH <br /> BEND, INDIANA, APPROPRIATING MONIES <br /> FOR THE PURPOSE OF DEFRAYING THE <br /> EXPENSES OF THE DESIGNATED <br /> ENTERPRISE FUNDS OF THE CITY OF SOUTH <br /> BEND, INDIANA, FOR THE FISCAL YEAR <br /> BEGINNING JANUARY 1, 2014, AND ENDING <br /> DECEMBER 31, 2014 INCLUDING ALL <br /> OUTSTANDING CLAIMS, AND <br /> OBLIGATIONS, AND FIXING A TIME WHEN <br /> THE SAME SHALL TAKE EFFECT <br /> <br /> <br />Councilmember Varner, Chairperson, Personnel & Finance Committee, reported that this <br />committee held Public Hearing on Bill 45-13 this afternoon and voted to send it to the full <br />Council with no recommendation. <br />Chairperson White: Mayor would like to make any comments regarding Bill No. 45-13? <br />Mayor Buttigieg: Yes, should we entertain both together? <br />Councilmember Varner: I would note that Bill 46-13 also comes with no recommendation <br />subject to the hearing we had this afternoon. <br />Chairperson White: So is that a motion to hear both of these bills together. <br />Councilmember Varner: Yes, ma’am. I motion to combine Bill Nos. 45-13 and Bill No. 46-13 <br />for purpose of public hearing. Councilmember Scott seconded the motion which carried by a <br />voice vote of nine (9) ayes. <br />Chairperson White: We will hear Bill 45-13 and Bill 46-13 together. <br />Mayor Buttigieg: Since the substance of the budget has been discussed in some detail since <br />August when the budget was first presented some even before that, I will concentrate my <br />remarks on the handful of changes that have been made in generally recent order. In order to try <br />to insure that we have assembled a budget package that is agreeable and balanced to overlapping <br />consensus as well as being agreeable to the administration’s priorities. As I mentioned earlier <br />our goal is to ensure that we are not only maintaining adequate levels of service on what the city <br />does, continues to do, and must always do. But also to continuing to develop the way that we do <br />business in the city and that we are making the investments that it is going to take to continue to <br />create places where people want to live and locations where businesses are going to want to <br />3 <br /> <br /> <br />
