REGULAR MEETING OCTOBERT 28, 2013 Councilmember Oliver Davis made a motion for favorable recommendation to full Council concerning this bill as substituted. Councilmember Varner seconded the motion which carried by a voice vote of nine (9) ayes. BILL NO. 45-13 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF SEVERAL DEPARTMENTS OF THE CIVIL CITY OF SOUTH BEND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2014 AND ENDING DECEMBER 31, 2014 INCLUDING ALL OUTSTANDING CLAIMS AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT BILL NO. 46-13 PUBLIC HEARING ON A BILL OF THE COMMON COUNCIL OF THE CITY OF SOUTH BEND, INDIANA, APPROPRIATING MONIES FOR THE PURPOSE OF DEFRAYING THE EXPENSES OF THE DESIGNATED ENTERPRISE FUNDS OF THE CITY OF SOUTH BEND, INDIANA, FOR THE FISCAL YEAR BEGINNING JANUARY 1, 2014, AND ENDING DECEMBER 31, 2014 INCLUDING ALL OUTSTANDING CLAIMS, AND OBLIGATIONS, AND FIXING A TIME WHEN THE SAME SHALL TAKE EFFECT Councilmember Varner, Chairperson, Personnel & Finance Committee, reported that this committee held Public Hearing on Bill 45-13 this afternoon and voted to send it to the full Council with no recommendation. Chairperson White: Mayor would like to make any comments regarding Bill No. 45-13? Mayor Buttigieg: Yes, should we entertain both together? Councilmember Varner: I would note that Bill 46-13 also comes with no recommendation subject to the hearing we had this afternoon. Chairperson White: So is that a motion to hear both of these bills together. Councilmember Varner: Yes, ma’am. I motion to combine Bill Nos. 45-13 and Bill No. 46-13 for purpose of public hearing. Councilmember Scott seconded the motion which carried by a voice vote of nine (9) ayes. Chairperson White: We will hear Bill 45-13 and Bill 46-13 together. Mayor Buttigieg: Since the substance of the budget has been discussed in some detail since August when the budget was first presented some even before that, I will concentrate my remarks on the handful of changes that have been made in generally recent order. In order to try to insure that we have assembled a budget package that is agreeable and balanced to overlapping consensus as well as being agreeable to the administration’s priorities. As I mentioned earlier our goal is to ensure that we are not only maintaining adequate levels of service on what the city does, continues to do, and must always do. But also to continuing to develop the way that we do business in the city and that we are making the investments that it is going to take to continue to create places where people want to live and locations where businesses are going to want to 3
