<br />REGULAR MEETING OCTOBERT 28, 2013 <br /> <br /> <br />Chairperson White: We agree as well. Councilmember’s at this time if you have any questions <br />pertaining to the salary ordinance this is the time that you can address those questions. You will <br />have opportunity after the public hearing to make any comments, general comments that you <br />might on the salary ordinance. At this time you are addressing questions in regards to the <br />information that we have received. <br /> <br />Councilmember Dieter: Thank You Chairperson Karen White. Under the Public Works <br />Leadership Team slide Cecil, they all fall under the Director of Public Works and you have five <br />director jobs, what, can you tell me the difference between why they all wouldn’t be the same <br />salary. <br /> <br />Mayor Buttigieg: So, the way that the salaries were reached in terms of building this proposal <br />was a mix of really two things. Part of it was internal equity, so that the reason why they stayed <br />within a pretty narrow band. But the other is external competitiveness and we are trying to fit in <br />with the benchmarking State-wide, and I think what we have found was that Water Works and <br />Environmental Services roles are similar in their kind of work, and generally being compensated <br />at a higher level than the other three areas. <br /> <br />Councilmember Dieter: Ok, well again that’s what I talked about earlier with the talent manager <br />if we could get some statistical data to build that up. <br /> <br />Mayor Buttigieg: If you would consult the spreadsheet that we sent around it did have some of <br />the comparable that we were showing. <br /> <br />Councilmember Dieter: I haven’t got that one yet. So the talent manager position that you have, <br />to show some data on that. <br /> <br />Mayor Buttigieg: Yes, and I think she helped us get that data. <br /> <br />Councilmember Dieter: If you can get it, I haven’t got it, so I don’t know where you put that yet. <br /> <br />Mayor Buttigieg: Sure I would be happy to. <br /> <br />Councilmember Dieter: I won’t comment now, but the other question has to do with, did you <br />guys also when you were looking at this have a spreadsheet for the non-bargaining, teamsters, <br />Police and Fire in equity of where they rate in the State of Indiana, when you compare these job <br />titles to those jobs. <br /> <br />Mayor Buttigieg: Yes, it’s a great point. Because again we want to make sure that when we say <br />it’s important for us to be equitable around the State of Indiana that we apply that widely. So <br />one of the arguments that carries the most weight of this Administration is that if there is any <br />position where were shown to be far out of keeping with other municipalities we believe that <br />most recent negotiations have moved the city in the direction in any case where we are behind of <br />being in more a line with others and will continue as I think you had suggested earlier a good <br />role that the talent manager might be able to play to help us get even more data analyzed in order <br />to make sure that we are in line at every level of the City. <br /> <br />Councilmember Dieter: Because if you are going to do that for everybody here, you got to go <br />across. Thank you. <br /> <br />Councilmember Gavin Ferlic: No questions, thank you. <br /> <br />Councilmember Oliver Davis: Thank you. I want to thank you for looking at the cost of living <br />adjustments which I had asked this afternoon. Also along those lines when you consider <br />comparing us to the City of Indianapolis, and to the City of Ft. Wayne, Ft. Wayne is the whole <br />county of Ft. Wayne, and of course Indianapolis is just big Indy, and so have you given some <br />thought to the fact that when you consider the population size of South Bend, we are at roughly <br />107, 000 and we only cover parts of St. Joe County where all of Ft. Wayne covers all of Allen <br />County and of course Indianapolis with their Uni-Gov set up there is a different kind of <br />organization when we looking at apples to apples even though we are all City Government <br />16 <br /> <br /> <br />
