ORDINANCE NO. 510003 -73 <br />AN ORDINANCE APPROPRIATING $87,000.00 FROM THE <br />FEDERAL ASSISTANCE GRANT FUND, COMMONLY REFERRED <br />TO AS GENERAL REVENUE SHARING, FOR VARIOUS <br />MUNICIPAL SERVICES FACILITY PROGRAMS, TO BE <br />ADMINISTERED BY THE CITY OF SOUTH BEND THROUGH <br />ITS DEPARTMENT OF PUBLIC WORKS. <br />STATEMENT OF PURPOSES AND INTENT <br />The Federal Government has provided general revenue <br />sharing funds to the City of South Bend beginning in the year 1972, <br />and the Federal Government has indicated that this program shall <br />continue for a period of five years. This fund is legally known <br />as the Federal Assistance Grant Fund. The Mayor of the City of <br />South Bend and the South Bend Common Council have conducted town <br />forum meetings in all of the councilmanic districts of the City to <br />obtain information and recommendations from the citizens in regard <br />to all of the programs and priorities which should benefit from <br />these funds. Detailed investigations and consultations have been <br />conducted by all of the councilmen, the Mayor and all cabinet <br />departments in regard to all of the recommendations made before, <br />during, and after these town hall meetings. This particular ordi- <br />nance appropriates funds received from the Federal Government <br />for the years 1972 and 1973. No appropriations are included in <br />this ordinance which involve federal money for 1974. This appropria- <br />tion is intended as an authorization to the Department of Public <br />Works to commit and spend the full amount of this appropriation <br />ordinance. The total amount of this ordinance was arrived at by <br />consensus of agreement in regard to the individual programs in the <br />Public Works Department, which programs collectively totalled the <br />figure of $87,000.00. This ordinance limits the total expenditures <br />by the Department of Public Works to the $87,000.00 amount. Budget <br />line items have been established by the individual programs to be <br />undertaken by the Department of Public Works with the money appropria- <br />ted under this ordinance. If adjustments need to be made to transfer <br />funding from one program budget to another program budget within <br />the total ordinance appropriation, such budget adjustments must <br />receive the approval of the Common Council. <br />NOW, THEREFORE, BE IT ORDAINED by the Common Council <br />of the City of South Bend as follows: <br />SECTION I. That the sum of $87,000.00 is hereby appro- <br />priated for the years 1972 and 1973 from the Federal Assistance <br />Grant Fund, commonly known as the General Revenue Sharing Fund. <br />This appropriation is to be administered by the Department of Public <br />Works. <br />SECTION I.I. The appropriated sum of $87,000.00 shall be <br />distributed as set forth below: <br />Program FA37 "Board of Public Works" <br />Account Description Amount <br />260.0 Services Contractual $32,000.00 <br />Total $320000.00 <br />730.0 Properties 55000.00 <br />Total 55,000.00 <br />Grand Total $87000.00 <br />
