E. <br />Director, Public Works <br />South Bend Common Council <br />County -City Building <br />South Bend, Indiana <br />Gentlemen: <br />Reply To: Department of <br />Public Works <br />January 8, 1974 <br />There will be presented to you for first reading on January 14, 1974, an <br />ordinance deferring the costs during the year 1974 of the operation of an <br />environmental officer, 4 full time hourly employees and operational supplies <br />totaling $59,602.00. <br />The salaries involved in the ordinance are for one environmental officer who <br />will check out trouble complaints and health complaints. His duties will also <br />include supervision of the summer environmental clean -up program. There are <br />included salaries for four full time employees who will be used on the "paper <br />truck", which is the vehicle which empties the trash containers throughout the <br />city, and the appliance pick -up truck. The latter vehicle does produce revenue, <br />but it is impossible because of the short existence to determine the amount of <br />revenue or whether it could even stand on its own revenue. <br />We feel that while they are doing the same type of work, it would be a gross in- <br />justice to saddle the Solid Waste department with these services while it must <br />try to service on its own revenues during its infancy. <br />We have also included appropriate operational supplies to cover expenses of these <br />men and their equipment. <br />If we can be of further assistance in answering questions, please contact <br />Rollin Farrand, Director of the Department of Public Works. <br />Very truly yours, <br />Rollin E.
