Michigan St. Dr. Ronald Milovich Gentlemen: At their August 20, 1974 meeting, the Area Plan Commission reaffirmed their unfavorable recommendation concerning the Dr. Milovich rezoning. The Area Plan Com- mission found that the proposed use of the site is not consistent with the recommendations of the Land Use Plan, The subject property has been designated as an office, busi- ness and planned commercial area. This use classification implies a plannned approach to the utilization of an area. The petitioner, however, is proposing an incremental utilization of his site that does not encompass the remainder of the block. Although "C -1" is more restrictive than "C ", this does not address the real issue of the case. The Land Use Plan recognizes that certain land use controls must be implemented to halt the deterioration of traffic conditions along major streets. The office, business, and planned commercial use arearecognizes the need for this type of activity but implies an aggregation of properties to control traffic access. The Area Plan Commission determined that the Dr. Milovich rezoning proposal failed to meet this criteria.
