BCTIQPi 3. It is now Hereby declared and established that <br />it 1 i ,, he p:,a cy of ;he City of South Bend to furnish to said territory <br />a.y.thln a p +riod of tnree (;) years governmental and proprietary <br />services substantially equivalent in standard and scope to the govern - <br />mantal and proprietary services furnished by the City to other areas <br />of the City which have characteristics of topography, patterns of <br />lend utilization and population density similar to said territory, <br />and that such services, among others, shall include street maintenance, <br />traffic control, street lighting, sanitation service and sewer service. <br />SECTION 4. The Board of Public Safety now establishes the <br />following; timetable for the furnishing of such governmental services: <br />A. Police protection will be furnished immediately upon the <br />effective date of the annexation ordinance by the existing police <br />force and equipment of the City of South Bend. It is estimated that <br />based upon the ratio of policemen to population currently in effect <br />in the City of South Bend that 8.3 additional <br />squired to be added to the Policemen would be <br />= 'I police force of the City. The additional <br />9 policemen which would be required could be hired within 90 days <br />of the effective date of the annexation ordinance and would go into <br />training at the date of the next police academy training school which <br />would be during the calendar year 1975 and would result in graduation <br />and full employment by the force during the present calendar year. <br />B. Fire protection would be provided to the territory immediately <br />upon the effective date of the annexation. All alarms would be <br />answered by the existing fire force of the City. It is proposed that <br />a new fire station would be built. Five additional pieces of equip- <br />ment would be required to service the area and 10 additional firemen <br />would be required. The firemen are provided for in the present City <br />budget and could be on active duty after the training period. The <br />additional fire station could be provided within 18 months of the <br />effective date of the annexation if population growth and development <br />within the area would require. Additional equipment could be <br />purchased to service the area within approximately 6 to 9 months of <br />the effective date of the annexation. <br />SECTION 5. The Board of Public Safety now establishes and <br />adopts the ol�g fiscal plan for the furnishing of such services: <br />A. Cost of salary and equipment for one additional policeman <br />In the City of South Bend is $14,000. Estimated annual cost of provic- <br />ing 8.25 policemen as estimated in the cost analysis for this annex- <br />ation is $115,584. The first two years of this cost of additional <br />policemen would be funded from revenue sharing funds which are avail- <br />able to the City for such purpose. Thereafter, the police department <br />budget would include from the general tax revenues of the City and /or <br />from the tax revenues realized from the annexation of this territory, <br />sufficient funds to finance this expenditure. <br />-2- <br />
