E. <br />Director, Public Works <br />Members of the Common Council <br />County /City Building <br />South Bend, IN 46601 <br />Gentlemen: <br />Reply To; Department <br />of Public Works <br />February 17, 1975 <br />There will be presented for your consideration on February 24, 1975, an <br />ordinance appropriating the sum of $72,500 from the Sewage Works Improve- <br />ment Fund for the construction of Phase I of the proposed laboratory <br />expansion. <br />If you will recall, this matter was discussed in caucus on December 9, <br />1975. <br />Due to the increased work load placed on our present laboratory staff <br />through more stringent testing and reporting requirements mandated by <br />the State Board of Health, the Environmental Protection Agency; and <br />because of the increased physical size of our Plant, our present labo- <br />ratory space is no longer adequate. With the increased amount of testing <br />required comes a need for increased floor space to perform the work. <br />Originally we had approached this problem with an addition to the present <br />laboratory as the answer. We soon found that this would be extremely <br />costly. Engineering estimates placed the minimum cost of this approach <br />at $170,000. <br />Upon reevaluating our position, it was decided that a more cost effective <br />approach would be to relocate our present garage facility and use this <br />structure after remodeling as the laboratory addition. In using this <br />approach, we are able to update our garage facility and laboratory facility <br />for less than the original anticipated cost of expanding only the <br />laboratory. <br />
