E. <br />Director, Public Works <br />Members of the Common Council <br />441 County -City Building <br />South Bend, Indiana 46601 <br />Gentlemen: <br />Reply To: Department <br />of Public Works <br />July 9, 1975 <br />An appropriation ordinance is being filed to provide funds for mod- <br />ification to the jail portion of the Municipal Services Facility. <br />This modification is necessary because of the manner in which ju- <br />veniles must be handled in the jail facility. <br />In order to comply with the law, juveniles must be housed in a <br />large bullpen area and then locked in individual cells. None of <br />these cells have toilet facilities in them. This creates not only <br />a health hazard, but also a very bad security problem. <br />Police personnel must constantly be opening the cells to allow ju- <br />venile prisoners access to the toilet facilities located in the <br />bullpen areas. This situation could become impossible if the four <br />adult cells become full and more adult prisoners are brought in. <br />Chief Walsh has indicated that he considers this problem to be of <br />an emergency nature and recommends priority be given to its reso- <br />lution. <br />Your favorable consideration of this appropriation is recommended. <br />Very truly yours, <br />Rollin E.
