E. <br />Director, Public Works <br />Members of the Common Council <br />441 County /City Building <br />South Bend, IN 46601 <br />Subject: Engineering Contracts <br />Gentlemen: <br />Reply To: Department <br />of Public Works <br />May 21, 1975 <br />With the current availability of Federal -Aid Urban Funds and the <br />probability that these or similar funds will continue to be avail- <br />able, it is necessary that efforts be made to provide increased <br />design time for proposed construction projects. To provide adequate <br />time to process environmental impact data, conduct public hearings, <br />and conduct design in a more rigid pattern, three to five years must <br />be allowed for the design stage. <br />Present Federal -Aid funds are available on a 70% -30q matching basis <br />which lets the City buy $10 worth of improvements for $3. <br />Five engineering projects are being proposed. Three of these are <br />specifically being developed for conformance with Federal Guidelines. <br />A fourth, the Ironwood Road Project, may be combined with other Iron- <br />wood Road Projects at a later date and considered on a route basis for <br />Federal review procedures. <br />The fifth project is a sewer project for an unserved portion of South <br />Miami Street and will be conducted as a Barrett Law project. <br />Staff considerations in the Department of Public Works do not enable <br />the Department to perform these design tasks. <br />Specific projects and funding are as follows: <br />
