Seitz, Park Superintendent <br />Subject: Additional Appropriation from General Park <br />Fund — $75,000.00 <br />Dater April 21, 1976 <br />The Department of Parks opened bids, on April 12, 1976, for the construction of <br />Pier Park. Pier Park is the connecting park between Bicentennial and Island <br />Parks and is a vital link in-the green belt area, along the west bank, of the <br />river through downtown South Bend. <br />Pier Park consists of a pedestrian ramp to Colfax Street; timber steps and walks; <br />floating docks; seating benches; landscaping and lighting. <br />Unfortunately, low bids on the park project totaled $68,322.40 above the engineers <br />estimate of $150,000.00 which was made in 1973. Main reasons for the higher cost <br />are price increases over the three year period which could amount to as much as <br />thirty per cent. The designs made in 1973 were preliminary and did not cover as <br />much detail as the working drawings. <br />Total bid price for the Pier Park project is $218,322.40 or $68,322.40 higher than <br />the $150,000.00 funds that were appropriated from Community Development Funds for <br />the project. <br />The Park Department has received approval of a $75,000.00 grant from the Bureau of <br />Outdoor Recreation. When the Bureau of Outdoor Recreation Funds are received, we <br />will deposit said funds in the General Park Fund. The Park Department is requesting <br />the Council to appropriate the $75,000.00 from the General Park Fund into Account <br />#260.0, Other Contractual Services, so that we will have the necessary funds avail- <br />able to complete Pier Park this year. <br />Your favorable action on this request will be appreciated. <br />
