A critical element in the develop- <br />ment of the Central Business District is the movement of vehicular <br />traffic into and out of this area. <br />Any significant development in this area can be expected to result in <br />a heavy increase in traffic movements over that now existent. The <br />present Colfax Avenue Bridge will prove a restriction to any significant <br />increase in traffic. <br />It now appears that certain funds may be available through the Federal <br />Public Works Program. In anticipation of this funding, and to meet the <br />Grant Guidelines, it is necessary that design engineering be initiated <br />and completed at the earliest possible date. The Department of Public <br />Works is, therefore, requesting your favorable consideration of this <br />ordinance appropriating design fees for this project. <br />Very truly yours, <br />Rollin E.
