Parent, President <br />Members of the Common Council' <br />4th Floor <br />County -City Building' <br />South Bend, Indiana 46601 <br />Dear Mr. Parent and Members of the Common Council: <br />In 1973, the Common Council approved an ordinance introduced <br />by Peter Nemeth amending and supplementing Chapter 21 of the City <br />Code of South Bend. Section 1I 2 c of this ordinance specifically <br />called for a surveying, identification and planning for the designa- <br />tion of historic landmarks and the establishment of Historic Preser- <br />vation'Districts within the City of South Bend. <br />The general objectives of the Housing and Community Development <br />Act of 1974 promotes the development of viable urban communities by <br />providing a suitable living environment by its consolidated activities <br />of which historic preservation is specifically included. <br />Quite simply stated, the Historic Preservation Commission re- <br />quests funding for implementation of a survey that would fulfill the <br />requirements as mandated by ,city code and also contribute a much <br />needed base for the continuance of efforts in the area of neighborhood <br />preservation.' <br />The survey, conducted under the auspices of the Historic Preser- <br />vation Commission, with the aid of qualified personnel would locate and <br />identify areas and specific items of historic and architectural signifi- <br />cance within the South Bend city limits. Such identification would <br />benefit future urban planning and guarantee that sites as well as neigh- <br />borhoods would be carefully considered before any action is taken that <br />would jeopardize their quality. <br />
