Parent, President Members of the Common Council' 4th Floor County -City Building' South Bend, Indiana 46601 Dear Mr. Parent and Members of the Common Council: In 1973, the Common Council approved an ordinance introduced by Peter Nemeth amending and supplementing Chapter 21 of the City Code of South Bend. Section 1I 2 c of this ordinance specifically called for a surveying, identification and planning for the designa- tion of historic landmarks and the establishment of Historic Preser- vation'Districts within the City of South Bend. The general objectives of the Housing and Community Development Act of 1974 promotes the development of viable urban communities by providing a suitable living environment by its consolidated activities of which historic preservation is specifically included. Quite simply stated, the Historic Preservation Commission re- quests funding for implementation of a survey that would fulfill the requirements as mandated by ,city code and also contribute a much needed base for the continuance of efforts in the area of neighborhood preservation.' The survey, conducted under the auspices of the Historic Preser- vation Commission, with the aid of qualified personnel would locate and identify areas and specific items of historic and architectural signifi- cance within the South Bend city limits. Such identification would benefit future urban planning and guarantee that sites as well as neigh- borhoods would be carefully considered before any action is taken that would jeopardize their quality.
