COMMUNICATIONS <br />There were no Communications. <br />5. OLD BUSINESS <br />A. Public Hearing <br />(1) Continuation of Public Hearing on Resolution No. 3174 amending the Development <br />Plan of the South Bend Central Development Area. <br />Mr. Kain noted that the Resolution No. 3174 amends the development plan of the South <br />Bend Central Development Area by making primarily text changes to add language to <br />emphasize the importance of adding and expanding the range of downtown housing unit <br />types to encourage affordable housing and live -work space for artists. Artist districts often <br />serve as the catalyst for revitalization within downtowns. Other changes to the plan revise <br />and modernize the plan introduction and history and add time frames to existing plan <br />objectives. Also, minimal additions have been made to the plan goals and objectives adding <br />language supporting "complete streets" for cyclists and mass transit users. Resolution No. <br />3174 does not make changes to the development area boundary. <br />Mr. Relos noted that the public hearing file is complete, including: (1) A copy of Resolution <br />No. 3174 setting the public hearing; (2) a copy of the Notice of Hearing; (3) a statement <br />3 <br />
